1. If you wish to become a Costco Standard Member, please review carefully and consent to abide by the “Terms and Conditions Governing Standard Members” set out below.。
2. If you wish to become a Costco Executive Member, please review carefully the sections entitled “Qualifications for Membership,” “Application for Membership and Annual Fee” (exclusive of Article 1 thereof), “Forgetting to Bring or Loss of Membership Cards,” “Validity Period and Renewal of Membership Card” (exclusive of Article 4 thereof), “Payment Method,” “Miscellaneous,” and “Product and Membership Guarantee” (exclusive of “On Membership”) of the “Terms and Conditions Governing Standard Members” (hereinafter collectively referred to as “General Terms and Conditions”), as well as the Special Terms and Conditions Governing Executive Members set out below, and consent to abide thereby.
Terms and Conditions Governing Standard Members:
- A. Qualifications for Membership
- 1. Business Membership: Any individual who meets any of the following conditions and whose age is 18 or above, and is approved by Costco Wholesale Taiwan, Inc. (“Costco”):
(1)Being the responsible person of any company or business.
(2)Being the top-level manager of a non-profit organization.
(3)Being the responsible person of a ranch or farm.
- 2. Gold Star Membership: Any individual whose age is 18 or above and is approved by Costco.
- 3. A Costco membership card can only be used by the applicant himself/herself, and shall not be lent or transferred to any other person.
- 4. In order to protect the rights and interests of the member so as to ensure that in case the membership card is lost, such card will not be used by others, the member’s photograph must be printed thereon. Please bring your ID card or driver’s license to the Membership Counter of a warehouse before using the membership card for the first time. No person will be allowed to enter the warehouse by using a membership card which does not have the member’s photograph as taken by Costco.
- 5. A person who has received a refund of membership fee in the most recent 6 months or has applied for refunding membership fee twice is not eligible to apply for the membership.
- 6. Costco has the right to reject any application for membership, or revoke any membership without cause. If the membership is revoked at any time during the one-year validity period, Costco will refund full amount of the membership fee of the then current year.
- 7. The membership card is the property of Costco and must be returned when the membership has expired, is revoked by Costco or the membership fee is refunded.
- 8. A member must show a valid membership card at the time of entering the warehouse or making payments at the cashier. Bar codes, photos or copies of the membership card are not acceptable. If the membership has expired, the member needs to renew the membership beforehand.
- 9. To ensure that you are correctly charged for the merchandise purchased, a member shall provide the receipts for Costco’s check at the exit of the warehouse after you have finished shopping.
- B. Application for Membership and Annual Fee
- 1. Annual fee for Business Membership is NT$1,150, and the annual fee for Standard Gold Star Primary Membership is NT$1,350. Each membership is valid for 12 months commencing from the month of enrolment, irrespective of whether or not the member uses it for shopping.
- 2. Each holder of Primary Card is entitled to one free household card 【which is only available to his/her spouse, parent (parent in law), brother, sister, child whose age is 18 or above or a family member whose age is 18 or above and lives at the same address as the holder, whereby the holder of Primary Card must show at the time of applying the household card the original or photocopy of the ID cards of his/her own and his/her family member, or in the case of a family member who lives at the same address, a proof of residence in addition to the ID card.】 The validity period of a household card is the same as that of the Primary Card, regardless of the date of application (a household card will be null and void and cannot be used if the Primary Card is not renewed). Due to the requirements of the Personal Data Protection Act, the applicant of household card must sign in person on the application form.
- 3. A holder of Business Primary Card may apply for up to 6 business add-on cards at the annual fee of NT$900 each; provided that the validity period of a business add-on card is the same as that of the Primary Card (rather than a 12-month period from the day of enrolment), regardless of when the business add-on card is issued. A holder of the business add-on card will be deprived of membership when such card expires unless it is renewed simultaneously with the renewal of the Primary Card. Due to the requirements of the Personal Data Protection Act, all the applicants for business add-on cards must sign in person on the application forms.
- 4. The holder of Primary Card shall be responsible for the applications, renewals, upgrades, replacements, deletions, cancellations and payments of membership fees of the household card/business add-on cards, and except that upgrades, deletions and cancellations of the household card/business add-on cards shall be handled by the holder of Primary Card in person, renewals of the Primary Card/household card may be handled by the household cardholder without being handled by the holder of Primary Card in person nor requiring his/her signature; other matters for household card/business add-on cards need not be handled by the holder of Primary Card in person, but shall require the consent and signature of the holder of Primary Card. The holder of Primary Card shall not resell business add-on cards.
- C. Forgetting to Bring or Loss of Membership Cards
- 1. Members are required to show their membership cards when entering any Costco warehouse.
- 2. If a member forgets to bring his/her membership card, he/she may apply for a Temporary Membership Card at the Membership Counter by presenting his/her ID card, driver’s license or other identification document with a photograph thereon (if the member fails to present any identification document with a photograph thereon, Costco will reject the application for Temporary Membership Card). The holder of the Temporary Membership Card is entitled to the same privileges and services as that of the formal membership card.
- 3. If the membership card is lost, the member may apply for reissuing the membership card free of charge at the Membership Counter by presenting his/her ID card, driver’s license or other identification document with a photograph thereon (the old card will forthwith become null and void upon reissuing of a new card).
- D. Validity Period and Renewal of Membership Card
- 1. If the holder of Primary Card cancels his/her membership, the household card and all business add-on cards are null and void simultaneously.
- 2. Validity period for a renewed membership: The validity period of a membership which is renewed within 2 months after expiration of the current membership will be 12 months from the original expiration date, while the validity period of a membership which is renewed more than 2 months after expiration of the current membership will be 12 months from the renewal date.
- 3. Costco will send a renewal notice to each member by mail each year. There is no need to issue a new card upon renewal. Members may renew their memberships and make payments of membership fees in any of the following manners (contact the Membership Counter for more details):
(1)visit Costco website (www.costco.com.tw)to renew membership.
(2)go to any cashier or Membership Counter of a Costco warehouse to renew membership
(3)apply for automatic renewal by using Costco Co-branded Credit Card (starting from September 1, 2023, all e-invoices of automatic membership renewal will be stored automatically into Costco Co-branded Credit Card). For any member who has applied for auto-renewal of membership by using Costco Co-branded Credit Card, Costco will charge his/her Costco Co-branded Credit Card for renewal membership fee and the membership will be renewed in the month when the current membership expires without sending a renewal notice.
- 4. Except as otherwise handled in accordance with Article 4 of the section above entitled “Application for Membership and Annual Fee,” only the holder of Primary Card may handle in person the renewal of Business Membership, and regardless of whether the application for renewal is handled by the holder of Primary Card or an add-on cardholder, annual membership fees for Primary Card and all business add-on cards must be paid in full in one lump sum upon the renewal.
- E. Payment Method
- 1. Except that the respective payment method shall apply where there are other payment rules for purchases through Costco Online Shopping, at Costco Gas Stations or for other business items of Costco, Costco merely accepts cash or payment by Costco Co-branded Credit Card.
- 2. A Costco member may use Costco Co-branded Credit Card in making payment only if he/she is the holder of such credit card.
- F. Miscellaneous
- 1. Each member may bring up to two guests into the warehouse, and is responsible for payment of purchases made by the guests.
- 2. Members shall be responsible for the behavior of their guests and minors at the warehouse.
- 3. Costco is entitled to refuse anyone to enter the warehouse at any time at its discretion.
- 4. Smoking, chewing betel nuts, taking photos, recording videos or audios, bringing animals is not permitted at Costco warehouses (except for service dogs assisting people with disabilities as permitted by applicable law).
- 5. Members must purchase products which are unpacked or damaged by them or their guests.
- 6. All members must obey by all the terms and conditions governing membership (including their revisions in the future) adopted by Costco, and such terms and conditions may be amended from time to time by Costco without notice.
- 7. The application forms for membership will be destroyed or deleted according to Costco’s data management procedure.
- 8. Costco car parks are available only for members shopping during warehouse opening hours.
- G. Product and Membership Guarantee
- On Membership:
In case you are dissatisfied with the membership, you may cancel it at any time during its validity period, and Costco will refund the membership fee actually paid by you for the then current year.
On Merchandise:
In addition to vendor’s warranty, we guarantee your satisfaction on every product you purchase by allowing a full refund, with the following exceptions:
- 1. Electronics: Costco will accept returns of televisions, tuner-free displays, projectors, major appliances*, computers, touchscreen tablets, smart wearable devices, cameras, aerial cameras (drones), camcorders, MP3 players and cellular phones within 90 days from the date the member received the item. To protect your personal information, we require you to remove your personal information before returning the item.
- 2. Diamonds: Members returning a 1.00 ct. diamond or larger must present all original warranties (IGI and/or GIA certificates). A return and refund will be approved upon verification by a third-party gemological institute designated by Costco.
- 3. Products with a limited life expectancy, e.g., tires and car batteries etc., may be subject to special return and refund policy.
- 4. Customized products, special items, motorcycles, automobiles and installed products: According to the purchase agreements between Costco and the vendors, such products cannot be returned; instead, the vendors will provide repair or warranty plans.
- 5. Unless otherwise stated by applicable laws or regulations, gold bars, gold bullion, gold coins, silver coins and 24K gold jewelry are non-refundable.

- 5. If online vouchers were used in an order and the entire order is canceled or returned, the voucher will be void and will not be reissued. If part of the order is canceled or part of the order is returned, the amount to be refunded will be proportionally reduced by the voucher value. Regardless of the Costco warehouse at which you purchase the merchandise, a member may apply for return and refund in person at the Membership Counter of any Costco warehouse which is convenient to the member.
- H. Executive Membership Fee, Application, Upgrade, Downgrade and Refund
- 1. Annual fee for Executive Membership is NT$3,000 (whether he/she is the holder of Business Primary Card or Gold Star Primary Card). Such membership is valid for 12 months commencing from the month of enrolment, irrespective of whether or not the member uses it for shopping.
- 2. Each holder of Executive Primary Card is entitled to one free household card 【which is only available to his/her spouse, parent (parent in law), brother, sister, child whose age is 18 or above or a family member whose age is 18 or above and lives at the same address as the holder, whereby the holder of Primary Card must show at the time of applying the household card the original or photocopy of the ID cards of his/her own and his/her family member, or in the case of a family member who lives at the same address, a proof of residence in addition to the ID card.】 The validity period of a household card is the same as that of the Primary Card, regardless of the date of application (a household card will be null and void and cannot be used if the Primary Card is not renewed). - 3. A holder of Executive Business Primary Card may apply for up to 6 business add-on cards at the annual fee of NT$900 each. The validity period of a business add-on card is the same as that of the Primary Card (rather than a 12-month period from the day of enrolment), regardless of when the business add-on card is issued. A holder of the business add-on card will be deprived of membership when such card expires unless it is renewed simultaneously with the renewal of the Primary Card. Due to the requirements of the Personal Data Protection Act, all the applicants for business add-on cards must sign in person on the application forms.
- 4. These “Special Terms and Conditions Governing Executive Members” apply to Executive Members (including new applicants and the existing Standard Business Members and Gold Star Members who have upgraded their memberships). The Terms and Conditions Governing Standard Business Members and Gold Star Members shall also apply to Executive Members, except for those provisions which are not applicable due to different types and nature of the memberships.
- 5. Each company, business, non-profit organization and each household can only apply for one Executive Primary Card.
- 6. Except for a Standard Member that cannot be upgraded to an Executive Member as otherwise stipulated by Costco, the existing Standard Business Primary Card or Gold Star Primary Card i . with the remaining validity period of more than 3 months can be upgraded to Executive Card at any time, and the upgrade fee is up to NT$1,850 for Business Primary Card and NT$1,650 for Gold Star Primary Card; ii. with the remaining validity period of 3 months or less cannot be directly upgraded to Executive Card before the current membership is renewed. (Upgrade fee will be prorated based on the months remaining from the date of upgrade to the original expiration date of the current Standard Business Primary Card/Gold Star Primary Card. The expiration date of the upgraded Executive Card is the same as that of the original Standard Business Primary Card/Gold Star Primary Card).
- 7. Executive Member can be downgraded at any time, whereby the rights and obligations of the downgraded cardholders shall follow the Terms and Conditions Governing Standard Business Members and Gold Star Members (The expiration date of the downgraded Business Card or Gold Star Card is the same as that of the original Executive Primary Card):
(1)Downgrade before the settlement of 2% Rewardand notifying the Executive Member via Costco system (hereinafter referred to as “issuance of 2% Reward”): Costco will refund full amount of the upgrade fee and forfeit the 2% Reward which has been accrued in the then current year. If the membership is re-upgraded after downgrade, the 2% Reward shall be re-accrued from the date of re-upgrade.
(2)Downgrade after the issuance of 2% Reward: Costco will refund the upgrade fee after deducting an amount equivalent to the 2% Reward, and the 2% Reward already issued can still be used by the member. - 8. Refund of Executive Membership Fee:
(1)Cancelation of membership before the issuance of 2% Reward: (i) for an individual who directly applies for Executive Card instead of upgrading the current membership to Executive Card, Costco will refund full amount of the membership fee of Executive Card paid for the then current year; (ii) for an individual who upgrades his/her Standard Business Primary Card/Gold Star Primary Card to Executive Card, Costco will refund full amount of the membership fee of Standard Business Card/Gold Star Card paid for the then current year and full amount of the upgrade fee for Executive Card. In both cases, the 2% Reward which has been accrued will be forfeited.
(2)Cancelation of membership after the issuance and use of 2% Reward: (i) for an individual who directly applies for Executive Card instead of upgrading the current membership to Executive Card, Costco will refund the membership fee of Executive Card paid for the then current year after deducting an amount equivalent to the 2% Reward that has already been used; (ii) for an individual who upgrades his/her Standard Business Primary Card/Gold Star Primary Card to Executive Card, Costco will refund the membership fee of Standard Business Card/Gold Star Card paid for the then current year and the upgrade fee for Executive Card after deducting an amount equivalent to the 2% Reward that has already been used.
(3)Cancelation of membership after the issuance but before the use of 2% Reward: (i) for an individual who directly applies for Executive Card instead of upgrading the current membership to Executive Card, Costco will refund full amount of the membership fee of Executive Card paid for the then current year; (ii) for an individual who upgrades his/her Standard Business Primary Card/Gold Star Primary Card to Executive Card, Costco will refund full amount of the membership fee of Standard Business Card/Gold Star Card paid for the then current year and full amount of the upgrade fee for Executive Card. In both cases, the 2% Reward which has been accrued will be forfeited, and the 2% Reward which has already been issued will forthwith become null and void.
(Application for the abovementioned refund must be filed during the one-year validity period of membership, and only the membership fee for the then current year will be refunded. Membership fee of a business add-on card for the then current year will be refunded to the holder of Primary Card.) - 9. The membership card is the property of Costco and must be returned when the membership has expired, is upgraded to or downgraded from the Executive Card or revoked by Costco or the membership fee is refunded.
- 10. The holder of Executive Primary Card shall be responsible for the applications, renewals, upgrades, downgrades, replacements, deletions, cancellations and payments of membership fees of the household card/business add-on cards, and except that upgrades, downgrades, deletions and cancellations of the household card/business add-on cards shall be handled by the holder of Primary Card in person, renewals of the Primary Card/household card may be handled by the household cardholder without being handled by the holder of Primary Card in person nor requiring his/her signature; other matters for household card/business add-on cards need not be handled by the holder of Primary Card in person, but shall require the consent and signature of the holder of Primary Card. The holder of Primary Card shall not resell business add-on cards.
- I. Method for Calculation of and Restrictions on Using 2% Reward
- 1. The holder of Executive Primary Card will receive a 2% Reward on merchandise purchased by himself/herself and the holder of household card at Costco warehouses and Costco Online Shopping in Taiwan. There will be no Reward for purchases which fall into the following categories: membership fees (including Gift Card for Costco Membership), automobiles, gold bullion, donations, tire mounting and balancing fees, purchases and deposits of Costco Shop Cards, government taxes, parking fees, charges for shipment, installation and repair costs, purchases at Food Courts, Costco Gas Stations, or member services provided by Costco’s synergy suppliers through websites not hosted by Costco but accessed through the official website of Costco Taiwan. The foregoing exceptional items may be amended, added or deleted as per announcements or rules published at Costco warehouses in Taiwan and Costco Online Shopping. When calculating the 2% Reward, government taxes will be deducted from the purchase price (including but not limited to 5% VAT). (Purchases made by holders of business add-on cards are not counted when calculating the 2% Reward.)
- 2. The 2% Reward will be accumulated and settled commencing from the date of the member’s becoming an Executive Member until the date which is three months prior to the expiration date of the Executive Membership. 2% Reward for purchases after the foregoing settlement will be counted to the following year.
- 3. The 2% Reward earned by an Executive Member through Costco Online Shopping in Taiwan will be added to the membership account on the date of shipment, rather than the date on which the order is confirmed or payment is made.
- 4. The accumulated and settled 2% Reward is capped at NT$30,000 per year.
- 5. For purchases of Costco member-only savings items, the 2% Reward is calculated based on the original purchase price minus the amount of discount and government taxes (including but not limited to 5% VAT).
- 6. In case of product return, the 2% Reward earned from purchasing such product will be deducted from the membership account.
- 7. Costco may, from time to time, change, cancel or discontinue the qualifications of membership, membership rights, the 2% Reward Program and any other programs (including the Executive Member-only benefits). Relevant details of such change, cancellation or discontinuance will be published at Costco website www.costco.com.tw and Costco warehouses.
- J. Issuance and Use of 2% Reward
- 1. The 2% Reward will be issued to a holder of Executive Primary Card 2 months before the expiration date of membership, and may only be used by the holder of Primary Card (and the household cardholder whose application for use of the 2% Reward as filed by the holder of Primary Card is approved by Costco) within 1 year from the date of issuance; the 2% Reward may not be used by the holders of the business add-on cards, the holder of household card for whom the holder of Primary Card does not apply for approval or whose application as filed by the holder of Primary Card is not approved, and any other third party. An Executive Member may use his/her Costco online account to log on Costco APP to check the relevant information of the 2% Reward accrued to his/her account, including the amount and the validity period.
- 2. The 2% Reward will be issued to a holder of valid Executive Primary Card. A holder of Executive Card whose membership has expired or who cancels the membership and receives a refund of the membership fee cannot use the 2% Reward; provided that the holder whose membership has expired may use the unexpired 2% Reward to pay the membership renewal fee.
- 3. An Executive Member may choose to use or not to use the 2% Reward to offset the amount of his/her then current purchases; provided that if he/she chooses to use it, he/she cannot decide the amount to be offset and, except that the 2% Reward shall be fully offset in case the 2% Reward is equal to or less than the current purchase amount, the 2% Reward can be used in installments, i.e., if the 2% Reward exceeds the current purchase amount, the remaining balance of the 2% Reward after offsetting the current purchase amount can still be used during the validity period. No change will be given for using the 2% Reward, and the 2% Reward may not be used for purchasing or reloading Costco Shop Cards or towards any payments incidental to purchases of merchandise (including but not limited to charges for shipment, installation and repair costs and parking fees), nor can it be converted into cash.
- 4. The 2% Reward cannot be used after expiration, nor can its validity period be extended.
- 5. The 2% Reward may merely be used towards purchasing merchandise at Costco warehouses (exclusive of Food Courts and Costco Gas Stations) and payment of membership renewal fee.
- K. Validity Period and Renewal of Membership Card
- 1. Except as otherwise handled in accordance with Article 10 of the section above entitled “Executive Membership Fee, Application, Upgrade, Downgrade and Refund,” only the holder of Primary Card may handle in person the renewal of Business Membership, and regardless of whether the application for renewal is handled by the holder of Primary Card or an add-on cardholder, annual membership fees for Primary Card and all business add-on cards must be paid in full in one lump sum upon the renewal.
